Focus and Scope

The Bulletin of Electrical Engineering and Informatics (BEEI) is an international, peer-reviewed, open-access journal that publishes original research articles, review papers, and short communications reporting significant advances in the theory, design, implementation, and applications of electrical engineering, electronics, computer science, information systems, control, optimization, and instrumentation.

The journal aims to disseminate innovative research that bridges fundamental theories with practical engineering solutions, fostering interdisciplinary collaboration to address contemporary scientific, industrial, and societal challenges. BEEI particularly welcomes studies that integrate emerging technologies, computational intelligence, and data-driven approaches to advance next-generation engineering systems.

Manuscripts should demonstrate clear scientific novelty, technical rigor, and potential impact on academia, industry, or society.

 

Section Policies

 

Peer Review Process

This journal operates a conventional single-blind review policy in which the reviewer's name is always concealed from the submitting author. Authors should present their papers honestly without fabrication, falsification, plagiarism, or inappropriate data manipulation. Submitted papers are evaluated by anonymous referees for contribution, originality, relevance, and presentation. Papers will be sent for anonymous review by at least two reviewers who will either be members of the Editorial Board or others of similar standing in the field. In order to shorten the review process and respond quickly to authors, the editors may triage a submission and come to a decision without sending the paper for external review. The Editor shall inform you of the results of the review as soon as possible, hopefully in 8-12 weeks. The Editors' decision is final, and no correspondence can be entered into concerning manuscripts considered unsuitable for publication in this journal. All correspondence, including notification of the Editors' decision and requests for revisions, will be sent by email.

 

Open Access Policy

This journal adheres to best practices in scholarly publishing and complies with the following principles to support open access and responsible research dissemination:

  1. Immediate Open Access
    All content is made freely available upon publication, in accordance with the principle that unrestricted access to research fosters a greater global exchange of knowledge.
  2. Author Rights and Copyright Retention
    Authors retain full copyright over their work and grant the journal permission to publish without imposing any restrictions on reuse or redistribution.
  3. Long-Term Digital Preservation
    The journal ensures long-term access to its content by depositing materials in recognized digital preservation archives.
  4. Persistent Identifiers
    Each article is assigned a Digital Object Identifier (DOI) to guarantee permanent accessibility and reliable citation.
  5. Machine-Readable Licensing
    All articles include embedded machine-readable Creative Commons license information to facilitate proper indexing, reuse, and compliance with open access mandates.
  6. Reuse and Adaptation Rights under CC BY-SA
    The journal permits and encourages the reuse, remixing, and adaptation of content under the terms of the Creative Commons Attribution-ShareAlike (CC BY-SA 4.0) license. This allows derivative works for any purpose, including commercial use, provided proper attribution is given and derivative works are distributed under the same license.
  7. Rich Metadata Availability
    Article-level metadata is made available in standard formats to facilitate inclusion in indexing services and aggregators.
  8. Deposit Policy Transparency
    The journal has a clearly defined self-archiving and deposit policy registered in a recognized registry such as Sherpa/Romeo.
  9. Self-Archiving Policy (Green OA)
    Authors are permitted and encouraged to deposit all versions of their manuscript in institutional or subject repositories, including:
    - Preprint (submitted version before peer review
    - Accepted manuscript (peer-reviewed, pre-publication version)
    - Published version (Version of Record)

No embargo applies.
All articles are published under the Creative Commons Attribution-ShareAlike (CC BY-SA 4.0) license, allowing redistribution and adaptation with proper attribution and share-alike terms.
Authors should include a citation and link to the published version via the journal's DOI.

 

Archiving

This journal utilizes the LOCKSS (Lots of Copies Keep Stuff Safe) system to ensure the long-term preservation and security of its published content. Through LOCKSS, participating libraries store and maintain decentralized and distributed archival copies of the journal, which allows continued access to the content even in the event of a journal shutdown or loss of publisher-hosted data. This ensures that all published articles remain permanently accessible and part of the scholarly record.

The journal also supports author self-archiving. Authors are permitted to deposit versions of their work (preprints, accepted manuscripts, or published versions, depending on the journal's open access policy) in institutional or other repositories of their choice. Refund Policy for Article Processing Charges (APCs)

APC Payment

IAES Publisher does not charge submission fees or peer-review fees. Authors are required to pay APCs only after the manuscript has been officially accepted for publication.

No payment is required during submission or peer review.

 

Refunds

APCs may be refunded in the following cases:

  • duplicate or accidental payment;
  • alternative funding becomes available after payment;
  • IAES cancels the publication before the article is published;
  • technical or administrative payment errors.

Refund requests may require supporting documents.

 

Non-Refundable Cases

APCs are generally non-refundable after:

  • the article has been published online;
  • the author withdraws the manuscript after acceptance;
  • article retraction due to plagiarism, ethical violations, duplicate submission, data manipulation, or other author misconduct;
  • optional services (such as English editing) have already been completed.

 

Refund Processing

Approved refunds will be processed through the original payment method whenever possible. Transaction fees or bank charges may be deducted from the refunded amount.
